I speak specifically with one jutsu—a powerful Fūinjutsu Tiger Vision Bullet. It was taught to him by Danzo, who seems to have top 5 in the verse fūinjutsu skill purely from the endgame of his fight against Sasuke, but I digress. 

It requires powerful emotions, so we do not see Sai attempting to use this before the war arc. During the war arc, he needed to be shielded by Rock Lee and Kakashi to give him the prep necessary to activate this jutsu the first time around.

When executed correctly, this move can shoot reanimated Shinobi on the same level as Akebino Jinin (the guy in the gif above). Akebino was a part of the reanimated Seven Ninja Swordsmen and was powerful enough to go toe to toe with War Arc Kakashi for an extended period. 

(Kakashi eventually beat him with his Sharingan, but they had a relatively even match nonetheless.) Sai, meanwhile, casually seals a healthy (as in, Akebino’s edo body was completely healed and devoid of any injuries) version of him within seconds. [Anime]

This move also appears in the manga, presumably after the Akebino fight. Sai has greater control over this technique from subsequent uses, considering he could activate it quickly in the manga (within one page). This time, he seals an injured Fuguki (another member of the Seven Ninja).

Considering that he uses two shots of this technique back to back without apparent strain after he used numerous other techniques previously in the war when fighting Edo Sasori and Deidara, it implies he could potentially spam it 4 or 5 times at full power. Each use is capable of sealing [low kage] opponents without trouble.

Even without this jutsu, he still has an excellent array to fall back on. But this jutsu takes the cake for being, to the best of my knowledge, Sai’s best and most decisive move.

He does stuff undercover. Most of his work needs to be a secret. He is good with stealth, and so he is used for investigation. He shows up in the series for some time when Kakashi is recovering from an injury, and Yamato has to take over Kakashi’s place until he recovers.

Hiruzen was a little kid when Hashirama and Tobirama were already well-polished and grown-up fighters. When Tobirama was about to die, he announced Hiruzen as the next Hokage. Now look at the age at which Hiruzen became a kage.

He should be around 22 years old or a little above that, which means Hashirama had already died before Hiruzen became 22 years old. The first time we saw Hiruzen with Tsunade was here. You can see how old tsunamis looked, right? You can also see how Hiruzen became older too. Probably 30 years old now.

We also knew that Hashirama had seen his granddaughter before since he talked about her gambling addiction and compared her strength to that of Sakura.

Now, this is where the plothole starts. How did Hashirama even know his grandchild existed if he had already died when Hiruzen was just a teen? According to Wiki, Hiruzen is 18 years older than Tsunade, which means when Hiruzen became a Hokage at 22, Tsunade was just four years old.

This also means Hashirama really should have seen his daughter since he should have died before she was born. The plothole is even more significant because Tsunade seemed to have at least been a teenager since Hashirama talked about her strength in the war. If Hiruzen was only 18 years older than Tsunade, how come Hashirama knew about Tsunade, too?

Remember, Hiruzen was just a little kid when he was shown Hashirama and topiramate for the first time. Yet Hashirama still saw his granddaughter when he didn’t even age that much after?

The only explanation for this is;

  1. Tobirama died way before Hashirama, which wouldn’t make any sense
  2. Hashirama lived longer than we all taught
  3. A plothole.

Even if Sai used ink clones to buy some time, Sasuke isn’t just powerful; he’s also brilliant. He could see it from a mile away and even have a substitution ready long before Sai activated it. As of right now, Sai has zero chance against Sasuke. Though, you meant Sai vs. Sasuke at the beginning of Shippuden.

In this case, is already been answered. Sasuke still stomps. In that battle, Naruto, Sai, and even Yamato had no chance against Sasuke. Granted, Yamato wasn’t using his full power, but that shows Sai alone definitely cannot handle Sasuke. He’s too powerful.
